This project "Improving Self Employment Skills for Disabled People through Social Enterprises”, has investigated how disabled people can find a viable place in the labour market through working in Social Enterprises. There are many disabled people who have skills that have a commercial feasibility, however, due to a variety of reasons employment through conventional routes is not open to them. With dedicated support, through social enterprise models, meaningful employment can be achieved, managed and maintained.
Eight countries were involved in this project – UK (Gloucester) the Lead Partner, Germany (Aachen), Sweden (Vasteras), France (Toulouse), Spain (Valencia), Italy (Rimini), Slovakia (Zvolen) and Turkey (Adana).
This was a follow on project from a Leonardo Mobility Project “Life Chances”, with four partner countries – UK, Germany, Sweden and Turkey, in which supported employment models were investigated – the findings from this project discovered that in some cases, the only viable route to employment was through some form of social enterprise.
The eight partners in “Improving Self Employment Skills through Social Enterprises”, visited each other’s countries, according to a developed timeline plan, to experience how support for disabled workers is managed and maintained. This was through an identified social enterprise system, or the closest equivalent, in the host country. During the 2 years of the project each country was visited by as many partner countries as possible, at the same time, at an interval of approximately 8 weeks. Each visit followed a similar format and an agenda for activities was agreed prior to travel. Several sources of information and activities were considered vital for each visit:
• How the benefit system and employment service worked with and supported disabled people
• How the education system worked – to include visits to special schools or colleges
• Visits to units (possibly residential) which supported disabled people
• Information on the demographics of the area and statistics relating to unemployment.
• Cultural activities which were typical for the region visited.
Most importantly, before each visit the host country would select a case study for the group to investigate in detail. This would be the chosen social enterprise which would showcase the support mechanisms and working environments which contributed to its success. The host country would send detailed information in answer to pre-set questions agreed upon by all partners at the beginning of the project. With this information to hand the partners were able to analyse their impressions of the social enterprise, carry out interview on workers and direct questions to managers and co-workers which established why the social enterprise worked well, was sustainable and demonstrated a model of good practice. On the last day of the visit a meeting was always planned, in which the week was discussed and evaluation tasks were allocated. This was also an opportunity to start planning the next visit. Post visit, all involved partners would evaluate the visit, again according to pre set questions. They would analyse the effectiveness of the chosen case study, post pictures and create a diary of the week with personal and group impressions.
The principal outcome for this project was to produce this web based platform which would be a source of information and show case our findings. It would also be an opportunity for partners to express their own learning and personal development. All partners have been involved in this development and have also commented on and given tips for hosting a visit. However the personal development and cultural value of the visit is paramount.
Firm partnerships and friendships have been forged. Lasting impressions and ideas for future project and partnership development have been made. Many intangible personal benefits will last for ever. A key and underlying theme for the entire project has been the inspirational support given to enable disabled people to reach their potential.

General lessons learned
This list is a compilation of thoughts from all of the partners who have taken part in
the mobility visits. We have seen and studied numerous social enterprises from eight
different countries. As a result of our findings this list has been compiled
A successful social enterprise should
• Be a form of cooperative with members of disabled employees. Often family members can support.
• Have a strong leading personality who radiates optimism and success
• Be financed from different financial sources such as business revenues,charity sources, financial contribution from the state for work place of disabled people, training and job place creating projects.
• Have good relationships with local policy-makers and customers
• Operate in a close cooperation with other social enterprises in a form of consortium/association/network in order to strengthen its position on the market
• Not prioritize the economic results of social enterprise but mainly the social value for society that provide conditions for disabled people to meet with other people and to do something meaningful.
• Ensure the involvement of (local) authorities in social enterprise projects is this support is crucial.
• Enlist the help of Intermediary firms as advisors on the establishment of social enterprises.
General thoughts
• The resources and facilities for the care, development and integration of people with disabilities are quite similar in the different countries. The differences are in procedures and financial support.
•
Some tips and hints on how to successfully host a visit.
• It is good to know the information about the time of arrival and of departure of visitors and the form of transportation visitors are using prior to departing for mobility in order to be ready to assist in solving some troubleshooting during arrivals.
• It is good to inform all visitors prior to departing for the mobility about the programme of the visit and at what time and where the host is going to meet the host person in the hosting country.
• It is also good to exchange contact telephone numbers with participants of the mobility in case of arranging additional meetings and travel arrangements prior to official meetings.
• It is also good if a written note will be left for every participant of the mobility at the reception desk of the hotel in case of late changes of programme arrangements. This written note can contain the latest programme and important information about the first meeting.
• And for working on common conclusions and evaluation of the shown social enterprises it is needed to ensure that all visitors have room and time (one day) just for group work without doing anything else.
• It is recommended to create a team of more than one person to welcome the visiting partners.
• There should only be two visits per day, otherwise it is too difficult to take in all the new impressions, sometimes less is more
• Cost transparency for all partners before each mobility is important
• There should be more breaks for sharing thoughts and for getting a rest from translating from the working language into native languages
• You should plan in enough time for cultural visits and social occasions. This is where you can enjoy and strengthen friendships.
• It is good to focus on the subject of the study and the visit. Avoid useless activities or visits outside the focus, give plenty of room for team work, allow a continuous dialogue on the issues gradually arising.
• You should take into consideration the visitors` perception of life, the different cultural perspectives.
Dieses Projekt „Förderung der beruflichen Selbständigkeit von Menschen mit Behinderung in Sozialunternehmen“ hat untersucht, wie Menschen mit Behinderung durch ihre Beschäftigung in Sozialunternehmen einen realisierbaren Platz auf dem Arbeitsmarkt finden können. Es gibt viele Menschen mit Behinderungen, deren Fähigkeiten der Arbeitsmarkt nutzen könnte, doch steht ihnen aus unterschiedlichen Gründen eine Beschäftigung auf konventionellem Wege nicht offen. Durch engagierte Unterstützung durch Sozialunternehmen kann eine sinnvolle Beschäftigung gefunden, organisiert und langfristig erhalten werden.
Acht Länder waren an diesem Projekt beteiligt – UK (Gloucester) als koordinierender Partner, Deutschland (Aachen), Schweden (Västeras), Frankreich (Toulouse), Spanien (Valencia), Italien (Rimini), Slowakei (Zvolen) und die Türkei (Adana).
Es ist ein Nachfolge-Projekt des Leonardo-Mobilitätsprojektes „Life Chances“ mit vier Partnerländern – UK, Deutschland, Schweden und der Türkei - , in dem wir unter anderem Strukturen der unterstützten Beschäftigung analysierten – die Resultate dieses Projekts ergaben, dass sich in einigen Fällen der einzig machbare Weg zu einer Beschäftigung in einer Form von Integrationsunternehmen darstellte.
Die acht Partner im jetzigen Projekt besuchten sich gegenseitig nach einem vorher entwickelten Zeitplan, um zu erfahren, wie Unterstützung für Beschäftigte mit Behinderungen organisiert und langfristig erhalten wird. Dies geschah an Hand eines vorher benannten Sozialunternehmens oder einer in etwa ähnlichen Unternehmensform im Gastgeberland. Während der 2jährigen Projektdauer wurde jedes Land von so vielen Partnern wie möglich gleichzeitig besucht in einem Turnus von ungefähr 8 Wochen. Jeder Besuch folgte einem ähnlichen Format und lief nach einem vorher vereinbarten Programm ab. Mehrere Informationen und Aktivitäten waren für jeden Besuch unabdingbar:
• Wie die Arbeitsagentur mit Menschen mit Behinderung arbeitete und die staatliche finanzielle Unterstützung mit Menschen mit Behinderung geregelt war
• Wie das Schulsystem aussah – dies bezog Besuche von Förderschulen oder –kollegsmit ein
• Besuche von Tagesstätten oder Wohnformen für Menschen mit Behinderung
• Demographische Informationen über das besuchte Gebiet und Arbeitslosenstatistiken
• Kulturelle Aktivitäten in der jeweiligen Region
Darüber hinaus war es sehr wichtig, dass die Gastgeber vor jedem Besuch eine Fallstudie (case study) festlegten, die die Gruppe dann im Detail durchführen sollte. Dies war ein ausgewähltes lokales Integrationsunternehmen, das erfolgreiche Förder-Mechanismen und Arbeitsumgebung beispielhaft zeigen konnte. Die Gastgeber schickten detaillierte Informationen über das Integrationsunternehmen, die zu Beginn des Projekts mit Hilfe eines gemeinsam erarbeiteten Fragebogens gewonnen worden waren, an alle Partner. So informiert, konnten die Partner ihre Eindrücke über den Integrationsbetrieb analysieren, teilweise Interviews mit Angestellten und Managern durchführen und so herausfinden, warum der Betrieb langfristig gut funktionierte und ein Beispiel guter Praxis darstellte. Am letzten Tag des Besuchs war immer ein Treffen eingeplant, wo über die Woche diskutiert und Aufgaben zur Evaluierung verteilt wurden. Auch begann man dann mit der Planung der nächsten Mobilität. Nach dem Besuch erfolgte die Evaluierung des Arbeitsbesuches ebenfalls mit Hilfe eines vorher festgelegten Fragekatalogs. Die Partner analysierten die Effizienz der ausgewählten Fallstudie, luden Fotos des Besuchs auf die Arbeitsplattform und schrieben einen Wochenbericht mit persönlichen und Gruppeneindrücken.
Das Hauptergebnis dieses Projekts war, eine Internet-Plattform herzustellen, die als Informationsquelle dient und unsere Ergebnisse zeigt. Sie dient den Partnern auch als Gelegenheit, ihre eigene Wissenserweiterung und persönliche Entwicklung zu zeigen. Alle Partner waren an dieser Entwicklung beteiligt und haben auch ihre Erfahrungen als Gastgeber von Leonardo-Partnerschaftsbesuchen kommentiert und Tipps für zukünftige Besuche abgegeben. Die persönliche Entwicklung und der kulturelle Wert der Besuche sind enorm wichtig.
Feste Partnerschaften und Freundschaften entstanden. Bleibende Eindrücke und Ideen für zukünftige Projekte und Weiterentwicklung der Partnerschaften wurden gewonnen. Viele indirekte persönliche Vorteile bleiben für immer. Ein Schlüsselthema des ganzen Projekts war und ist die inspirierende Unterstützung, die Menschen mit Behinderung gegeben wird, damit sie ihr Potenzial ausschöpfen können. Projektet har undersökt hur personer med funktionshinder kan hitta en fungerande plats på arbetsmarknaden genom att arbeta i sociala företag. Det finns många funktionshindrade personer som har kunskaper som är kommersiellt genomförbara, men där på grund av olika skäl sysselsättning på konventionellt sätt inte alltid är öppen. Med support, och modeller med socialt företagande, kan meningsfull sysselsättning uppnås.
Åtta länder var inblandade i detta projekt - Storbritannien, projektledaren, Tyskland, Sverige Frankrike, Spanien, Italien, Slovakien och Turkiet.
Detta var en fortsättning på Leonardoprojektet "Life Chances", i vilket modeller med stödd sysselsättning undersöktes. Resultaten från detta projekt upptäckte att i vissa fall var den enda hållbara vägen till arbete genom någon form av socialt företagande.
De åtta partnerna besökt varandras länder, enligt en utvecklad tidsatt plan, för att uppleva hur stödet till funktionshindrade arbetstagare fungerar. Detta skedde genom ett system med identifierade sociala företagande eller närmast motsvarande, i värdlandet.

• Hur bidragssystemet och arbetsförmedlingen arbetat med och stödde funktionshindrade
• Hur utbildningssystemet fungerade - att inkludera besök på speciella skolor eller högskolor
• Besök på enheter (eventuellt bostäder) som stöder funktionshindrade
• Information om demografin i området och statistik om arbetslösheten.
• Kulturella aktiviteter som var typiska för regionen.
Viktigast inför varje besök var för värdlandet att välja en fallstudie för gruppen att undersöka i detalj.
Det huvudsakliga resultatet för detta projekt var att ta fram en webbaserad plattform som skulle vara en källa till information och visa resultatet av fallstudierna.
Det skulle också vara ett tillfälle för partners att uttrycka sitt eget lärande och sin personliga utveckling.
Projekt s názvom „Zlepšovanie samozamestnávacích schopností zdravotne postihnutých osôb prostredníctvom sociálnych podnikov, resp. chránených dielní“ zisťoval ako si môžu ZPO nájsť vhodné miesto na trhu práce prostredníctvom sociálnych podnikov. Hoci existuje množstvo ZPO, ktorých zručnosti a záujmy sú podnikateľsky využiteľné, z rôznych príčin je takéto zamestnanie pre nich bežne neprístupné. Modely sociálnych podnikov s určitými formami podpory by im všek mohli vytvoriť a udržať zmysluplné zamestnanie.
Do projektu sa zapojilo 8 krajín – UK (Gloucester) ako vedúci partner, Nemecko (Aachen), Švédsko (Västeras), Francúzsko (Toulouse), Španielsko (Valencia), Taliansko (Rimini), Slovensko (Zvolen) a Turecko (Adana).
Projekt bol pokračovaním výstupov mobilitného projektu Leonardo s názvom „Life Chances“ (Šance pre život – slov. preklad) partnerských krajín - UK, Nemecko, Švédsko a Turecko, v ktorom sa skúmali formy podporovaného zamestnávania a z ktorého vyplynulo, že najživotaschopnejším modelom je práve sociálny podnik.
Počas projektu „Zlepšovanie samozamestnávacích schopností ZPO prostredníctvom sociálnych podnikov, resp. chránených dielní“ 8 partnerov projektu navštívilo navzájom všetky partnerské krajiny podľa dohodnutého harmonogramu v zhruba 8-týždenných intervaloch s cieľom zistiť ako funguje podpora pre ZPO v týchto krajinách. Zisťovali to cez dopredu vybraté príklady sociálnych podnikov alebo im podobné formy.
Počas 2 rokov projektu navštevovalo jednotlivé krajiny v jednom termíne vždy čo najviac partnerov. Každá návšteva mala podobný harmonogram aktivít, ktorý sa vždy dohadoval dopredu. Návšteva bola zameraná na informácie dôležité pre projekt, ako sú:
• aká je existujúca finančná podpora a podpora zamestnanosti pre ZPO a ako im pomáha,
• ako funguje systém vzdelávania - návštevy špeciálnych škôl pre ZPO,
• návštevy zariadení sociálnych služieb (prípadne s ubytovacími službami) pre ZPO,
• informácie o demografickom vývoji a štatistika nezamestnanosti v regióne,
• návštevy kultúrnych zaujímavosti, ktoré sú typické pre daný región.
Najdôležitejšie bolo, že hostiteľská krajina pre účastníkov návštevy ešte pred samotnou návštevou vybrala sociálny podnik, ktorý mal byť detailne preskúmaný. Na tomto podniku mala byť predvedená podpora a pracovné podmienky ZPO, ktoré prispeli k jeho úspechu. Hostiteľská krajina dopredu zasielala detailné informácie odpovedajúce na otázky z prípadovej štúdie spracovanej všetkými partnermi na začiatku projektu. S týmito informáciami potom partneri vedeli zanalyzovať podmienky v hodnotenom sociálnom podniku, vedeli aké otázky klásť zdravotne postihnutým zamestnancom a manažérom podniku, aby boli schopní zhodnotiť priamo na mieste dôvody dobrého a dlhodobého fungovania a prezentovať vybraný príklad modelu sociálneho podniku.
Posledný deň návštevy bol vždy určený na diskusiu o návšteve a rozdelenie hodnotiacich úloh. Bola to tiež príležitosť na naplánovanie nadchádzajúcej návštevy.
Všetci účastníci návštevy po jej skončení spracovali hodnotiace hárky podľa dopredu stanovených otázok. Vždy sa hodnotila efektívnosť vybranej prípadovej štúdie, posielali sa obrázky, robil sa záznam z týždňa so zahrnutím osobných aj skupinových názorov.
Vytvorenie webovej platformy bolo najdôležitejším výstupom tohto projektu. Mal to byť zdroj informácií a miesto pre zobrazenie našich zistení. Bola to aj príležitosť pre rozvoj osobných a odborných zručností partnerov projektu. Do procesu vývoja webového nástroja sa zapojili všetci partneri a poskytli svoje názory a rady pre organizovanie návštev. Avšak prínos pre rozvoj osobných zručností a kultúrna hodnota návštev boli neoceniteľné. Vytvorili sa silné priateľstvá. Novo nadobudnuté dojmy inšpirovali k novým projektovým nápadom. Mnoho nehmotných osobných prínosov pretrvá navždy. Kľúčovou témou celého projektu boli inšpirácie pre podporu umožňujúcu zdravotne postihnutým využiť čo najviac ich potenciál.
